A slow change in the public’s attitude toward AIDS victims began to emerge. Despite this palpable shift in attitude on the street and the specter that the epidemic was spreading rapidly into other segments of the population, Reagan still refused to speak to the issue. Whether this was homophobic on his part or purely politics, there is no doubt that the epidemic spread like wildfire because the leadership of the United States government chose not to act.
